The Korean Society of Costume formed the International Costume Congress in 1982 with scholars from Korea, Japan, and Taiwan and hosts an international costume symposium every two years with member countries taking turns. In order to expand the membership outside of Korea, China, and Japan, international symposiums have been held in the key cities in the three countries, along with other countries such as Portugal, Denmark, UK, and the United States. In 1992 and 1998, the 11th and 17th international costumes symposiums were held in Seoul, respectively, and in 2004, the 21st symposium was held on Jeju Island. In 2010 and 2016, the 24th and 27th symposiums were held in Seoul. In 2020, it was cancelled due to COVID-19 and in 2020, the 29th symposium was held in Kobe, Japan.
